student loan

I wanted to know if there are any government schemes that provide loan to students. I have heard about PM VidyaLakshmi scheme. But, I think that is for girls only. Can someone please tell me? Actually my cousin brother wants to study and don't have funds with him. Any scholarship idea will also...
