30% usage of Credit Card

I have three credit cards :

1. Axis Flipkart
2. Axis Neo
Both these cards has a merged limit of 31 K

3. RBL Duet 25 K Limit

I want to buy a product worth 20 K on EMI for 9 months with lumsum 2200 emi every month.

first thing i want to know that for these 9 months my usage will be counted above 30%. every month ??
second thing is how i can keep it below 30%?

As per my experience with HDFC credit card, I have seen in my CIBIL it shows 84% .
Means on emi they block your limit amount and it will be available monthly base when you pay the bill.

How to keep below 30%: but in one Go and pay some amount before the bill day, else trying increase your Credit limit then make your purchase.
