The thing is it was some kind of introductory offer. I don't think you can apply for the Rupay variant now. As I myself wanted the Rupay variant, so I waited for a few months for the option to come, but yesterday finally I applied and got the MasterCard variant.
And I don't think there will be any negatives if you manage to get your hands on the Rupay variant as it will help you reach the fee waiver criteria faster using UPI, but be careful as I've seen a few people on the forum complaining a few months back about some issues they were facing.

Many people who got Rupay variant were facing issues. They don't issue Rupay variant of it anymore.
