Axis bank FD based Credit card

I have an Axis bank Indian oil Credit card Which was issued on the basis of FD, But at the time of CC issue they Confidently told me that the FD can be revoked after one year under one condition where there are no outstanding bills and EMI's on the Credit Card, but now when i am trying to redeem FD they are saying me that first you need to close the Credit card then after only the FD will be released.
What can I do to get my FD back without closing the Credit Card? I don't have enough evidence about the said conversion to file a complaint.
Are there any other methods through which i can retain the Credit Card, While i close my FD.

go with sbi bpcl if fuel spends 2000-3000 everymonth more than that then go sbi bpcl octane or rbl indianoil. in sbi you can get 1% surcharge waier on min spends of 100 max 4000 not like others min 500-2000, you can use card for grocery and you can earn 1.25% offline you can redeem points in fuel at bpcl. if you are in cities and major towns have bpcl sbi card 50k annual spends amc waier easily you can do
