Chargeback request due to fraudulent payment

I want to know if a payment of Rs 1999 {999+1000}was done by SBI customer on November 2023, but after the payment he realises that the payment receiver is a fraudster/scammer. So what can he do to get his full money back in his bank account.
Please explain each and every step to get full money back.

Banks have the policy on Un-authorised electronic banking transactions only. above mentioned case is related to cyber crimes. so you can complaint on cyber crime portal.

I have already ,but after somany days and months of Bhagadodi, they told me to take orders from court to get the money back ,for that I have to arrange a lawyer on my own money ,which I don't have .
