My CIBIL score is around 650. Is there any way I can get a credit card? I'm willing to pay the annual fees. Are there any apps that can provide me with a credit card?

Try with Secured Credit card, you will get it easly.... Else visit or contact some card agent they will help you to get credit card but limit will be somewhat around 15k- 50k.

Try for RBL credit card, only they could grant cards with 650 credits score. But not guaranteed.
