Do we have option to switch VISA to Ruypay credit card?

Speak to bank.. RBI is now allowed banks to do that if the card variant allows

If Rupay variant of that card is available you can talk to bank, few give that option like icici coral visa can be changed to icici coral rupay
RBI has made it mandatory for banks to provide all their cards partnered with atleast two gateway providers( VISA, Mastercard, RUPAY, AMEX are some that I know)
So check with your bank if they have a Rupay variant of the VISA card that you are holding. If so you can ask them to convert. Some banks will do it only during the renewal period or during a new application.
