Education/Insurance Bill payment best credit card?

I want cashback on education and insurance payment. Which whoud be the best credit card for this. I applied for Standard Charter smart card. But they reject don't tell the reason. While with this i apllied 3 other cards they are received. Please suggest your view on this.
