Extra Charge on Axis Bank indian oil credit card

I have a axis bank indian oil credit card whenever i complete a purchase of oil for indian oil outlet there is always an extra charge more than 1% on my every transaction in the name of fuel surcharge and the company only refund me 1% of the purchase bill amount and not the total extra charged deducted. on on the same side if i fill the oil from the hp or other outlet only 1% charge is applied on the card that that is refunded back. but indian oil charge extra money more than 1% of the amount and when i contacted the axis bank regarding this they told that the indian oil charge 1.5% of the amount on every card stating "it's the company policy", but my friend us the same indian oil card but from HDFC bank but he dosent get charged extra on every transaction.
what is the reason behind this can any one explain?
 
Couple of months ago, I too had exactly the same issue. The bank was charging way more than the 1% surcharge on fuel transactions (at IOCL using Axis IOCL CC), ₹11.8 if I'm not wrong, for transactions below ₹200 (since the surcharge is waived off for transactions between 200 and 5000 for AXIS IOCL CC). And yes, they were refunding just the 1% of the transaction amount.

I couldn't find an official confirmation anywhere, but I found a thread at desidime.com which says that the surcharge will be charged at 1% of the fuel amount, but subject to a minimum of ₹10, then an additional 18% GST. Maybe that's what happening with you as well. And Axis bank denied any refunds saying that these charges varies at different petrol pumps and they had no control over it, so can't refund. Instead of arguing and wasting my time, I started using the credit card at IOCL pumps using UPI, not directly tapping at the POS, and it works. No extra fuel surcharges, and you will receive the promised 20 reward points per ₹100 spent.
