Fuel surcharge on UPI payment on Rupay credit card

I have BOB Easy and Energie credit card. Both are charging fuel surcharge for purchase fuel of Rs 100.00. Bit ICICI Coral UPI credit card is not charging so.
As I know if POS machine is used surcharge will come in picture.
Please explain.

Surcharge will be charged even on UPI.

I have done a 100 rs fuel transaction with HDFC IOCL CC, no fuel surcharge was charged for that transaction.

On Energia Card u will get benefits for fuel transactions if u pay through HP Pay app
