Govt scheme providing Loan to students

I wanted to know if there are any government schemes that provide loan to students. I have heard about PM VidyaLakshmi scheme. But, I think that is for girls only. Can someone please tell me? Actually my cousin brother wants to study and don't have funds with him. Any scholarship idea will also be good
