Gurgaon has emerged as a coveted international city within the country. Several Multinational companies have set up their corporate offices, manufacturing units and other businesses in Gurgaon and Manesar. To meet the needs of foreign investors, the Haryana government has collaborated with Japanese entrepreneurs to set up the Industrial Model Township at Manesar. The joint venture between Haryana Government and Japanese entrepreneurs has developed 700 hectares at Manesar for entrepreneurial use. This Gurgaon Master Plan 2031 came into place on 15th November 2012 to help that amend Gurgaon Master Plan 2025 with the primary focus to serve the city population.

Highlights of Gurgaon Master Plan 2031

Gurgaon Master Plan 2031 is the latest and most comprehensive plan published by the Town and Country Planning Department of Haryana. The focus of the master plan is the overall progress of the city for enhanced economic and social development in Gurgaon. The plan was first published on February 5, 2007. This master plan was implemented for a population of 42.5 lakhs and with a density of 80 people per acre.

Highlighted Land Zone in Gurgaon Master Plan 2031 Are Discussed Below:
  1. Residential Area: The residential zone comprises 8000 hectares out of 16021 hectares for 42.50 lacs. These residential areas are developed in public and private sectors for a population of 20 lakhs. The urban land includes existing town and village communities with a population of 2,00,000 people.
These residential areas recommended in Gurgaon Master Plan 2031 shall consist of all community facilities within the sectors on an average of 250 persons per hectare.

Industrial: The highlighted Industrial area consists of 4613 hectares that can accommodate the growing needs of software companies, automobile industries, and other hi-tech industries in the Master plan. Haryana State Industrial and Infrastructural Development Corporation and HUDA have constructed 2146 hectares of land to fulfil current industrial demand.
These suggested new industrial sectors are established alongside the highway that provides easy and hassle-free connectivity for industries in this region.
  1. Commercial Area: The commercial area consisting of 1616 hectares has been set for business purposes in the Gurgaon master plan 2031. HUDA has started 480 hectares of land. This suggested area in the master plan will be developed for commercial malls and corporate complexes offering complete facilities for commercial activities, commerce or trade. All varying types of commercial activities come under the commercial sector usage zone.
  2. Transportation &Communication: Traffic issues have also been given due importance within the master plan 2031. For commuting intra-city and inter-city, road links have been mentioned in the Gurgaon-Manesar Urban Complex. These road links also mentioned a 90-metre-wide road connecting Delhi Vasant Kunj to Gurgaon’s Mehrauli road. The plan includes other road links like a 90-metre road connecting Delhi's Andheria Mor to Gurgaon’s, Gurgaon-Faridabad Road traversing mandi and Gual Pahari.
The existing Metro link up to HUDA City Centre is proposed to be extended up to Manesar Via different sectors like 43-44, 52, 56-57, SPR and NH-8. Sikandarapur Metro Station is also on the verge of completion. The Metro link is proposed to be extended up to SPR through Golf Course Road.

Public Assistance: As per the Gurgaon Master Plan 2031, 608 hectares of land have been developed for public assistance in sectors like 37D, 99A, 100, 101 and 107 to meet the future needs of the recommended population. The laying of underground lines up to 66 KV will be examined within the proposed plan.
  2. Public& Semi-Public: For Public and Semi-Public usage a suggested area consisting of 2027 hectares to serve institutional demand. The area consisting of 135 hectares has already been developed from the proposed plan. HUDA is responsible for the construction of this institutional belt for semi-government and government departments.

Biodiversity Park is the highlight of the master plan between Haryana-Delhi State Boundary and Sector 24.
The plan also suggests finding new locations for waste disposal like debris, solid waste and corpse disposal. This waste disposal new location will be foreseen by the Honorable High Court's set instruction. These disposal sites also include restricted areas mentioned in the proposed Master plan.
  1. Natural Conversation Zone: Aravalli Range comes under the natural conversation zone except for the areas that have been urbanized zones mentioned in Regional Plan-2021. The varying activities like social forestry, horticulture, afforestation, etc are allowed within this zonal area. The total land usage allocated for construction purposes in this zone is about 0.5%.
  2. Agricultural Zone: A sustainable area is allocated for the agricultural zone in the proposed plan. The zone does not restrict vital constructional development surrounding Abadi Deh for community development. The plan focuses on agricultural upkeep and improvement through linked amenities. The plan proposes a land area of 50 hectares in Dhankot village for guashala and dairy purposes. This area will also be used to relocate the current dairies found within the city vicinity. The master plan identifies excluded reserved forest areas and wildlife corridors for further exploration.

Environmental Issues: Urbanization is not permitted to designated land identified as forest by the Honorable Supreme Court covering Aravalli plantations and areas under the Punjab Land Preservation Act of 1900. The eco-sensitive zone surrounding Sultanpur National Park follows notification for environmental protection protocols. Another vital part is the prohibition of groundwater pumping within 5km of the Delhi-Haryana boundary. An expert organization along with the Government of India Ministry of Environment will study the environmental impact and issue notification that is binding within the proposed plan.
