Increase Civil Score

My friend face low civil score due to never pay credit card bill(still not paid) now he take home loan 2 year ago.
But his civil score still not increase.
Any solution?

He Needs to Clear the Dues First. Clear all the Remaining Payment in any way possible and then he can start by getting a FD Credit Card

Defaulters score won't increase, even if it does no one would give him new credits unless its secured loan.
