Is a physical debit card mandatory?

With an already existing virtual debit card, is it mandatory to take up a physical debit card, especially when the existing virtual debit card suffices for all practical purposes? And if the card has already been dispatched, does one have the right to refuse it at the doorstep, having already emailed the concerned banking authorities several times earlier about categorically not wanting a physical debit card?
