Is RBL IOCL card really beneficial?

Apparently,

• RBL IOCL offers 8.5% returns on fuel spends
• SBI BPCL Octane offers 7.25% returns (6.25% + 1% surcharge waiver)
• IDFC Power Plus offers 6.5% returns (not sure of surcharge waiver; no explicit mentions on the website).

I personally find the annual and renewal fee on the SBI Octane card to be on the higher end. However, please suggest one card out of these three offerings.

Also, can anyone confirm whether IDFC Power Plus offers 1% surcharge waiver or not.

IDFC Power+ does not waive of surcharge. Earlier they offered, but no more.
