My Car RC Transfer is still pending

Hey Guys hope you are all amazing.
actually I had bought second hand car on 31st August and on that same day I requested RC Transfer online along with all the required docs through an Agent and he also gave me receipt as well. so I got application number as well. which I used to check status of RC Transfer on Privahan Website. on 18th September I was able to see that my request is approved and RC dispatch is also done. but now its almost a month and I have not received my RC and whenever I check car information through number plate online still I see previous car owner name. I have attached the screenshot so you guys can also see.
have you ever faced such issue ? if yes then how did you resolve it ? should I visit RTO office for this ?
please let me know your thoughts

yes we did but he said to visit the RTO. so we will visit RTO within a few days. btw, have you ever faced such issue ?

No .. never got any pre used car.

Just trying to understand what type of agent are these who took money and doing nothing .
