Refund of tcs used for educational purposes

I used over 7lakh for educational purposes but my bank account cut tcs according to the 20%. And according to the guidelines of RBI there is 5% charges of used over 7lakh limit for educational purposes. How can I get refund of this 15% amount that cut extra from my bank account.
