SBI Credit Card Charges on Retail Transactions

Hello guys can anyone explain these changes in sbi credit card more clearly so I can understand better what are these finance charges. I am confused about if SBI going to charge fee on every single retail transactions or not.

it is interest rate if u carry over dues / balance.. nor for every transaction
