Yes, IDFC First Digital Cread Card is a secured RuPay credit card. To get this card firstly you have to apply for IDFC WOW credit after that you get option for apply IDFC First Digital Credit Card. The limit will be same as your WOW card.
You will get Rs200 cashback on your first 4 upi transaction Rs on each as welcome benefits. And annual fees of this card is Rs199.

Currently, there are a few Secured Credit Cards like OneCard, IDFC Bank WOW, Kotak 811 Dream Different & ICICI also offer one Secured CC. OneCard has started to offer the Rupay Variant with Indian Bank but you would need to contact customer support for the confirmation. But I would personally recommend to wait as new RBI Rule will let you choose the CC Network so most of the CC will be available in Rupay and then you can choose between them but you can try with OneCard for now.

I totally agree, WOW can use Heald for zero foreign markup fee. and but for offline offers and online GV One card is the best to enter credit card game.
