Take loan under govt scheme and use for personal use

I want to pay 5 lakh of personal loan and want to start a business soo i can take business loan from govt scheme . Of 10 lakh and use 5 lakh to personal loan and use 5 lakh for business. Does anyone check where i spent business loan amount.
One more ques . If i apply for 10 lakh business loan so does they transfer 10 lakh straight away ?
