What to do when an inactivated Credit Card generates joining fees?

I was recently misled by a third-party vendor by providing me a Axis Indian oil rupay card that will free for lifetime. But after arriving at the card I see it is chargeable. I haven't activated the card yet. But they generate joining fees of 590 rs. What to do now? I have to pay the joining fees or how can I avoid that fees? And note that I want to close the card as it is chargebale.
