Credit card application getting declined everytime

Hello everyone my Dad has applied the credit cards but he is getting declined from every where Even though he is central government employee currently his age is 55 & he is a guarantor in a educational loan . He applied for Tata neu card the card got approved and got the credit limit of 8 lakh but they declined when they did the field visit. Same happened for Sbi credit card also . Currently he applied amazon ICICI credit card but that too got declined I don't understand why it's happening , even though the loan is through ICICI bank. His income is also good but I don't get the reason might be because of age or the ongoing education loan . Can anyone please suggest anything for this like if we want any credit card what should he do or which to apply so he should get it . please try to help any advice, suggestions are required. Kindly provide the approximate details of the following:
Credit Score
Loan amount
When the last time application was rejected.
Monthly Salary

Because
If the Credit Score is not good enough then the application might get rejected at the first step.
Maybe the loan amount is too high due to which the dti( dept to income) ratio is getting higher.
=(Debt means total Loan EMI)/(Monthly Salary)
If your application is declined then please wait for 6 months ( most Banks) or 3 months ( if inquiries are less).

Monthly Salary is the key here.
Make sure that you apply with Banks in which an existing relationship is established. (Salary account), then the chances are high.

Either check these things by your own or provide an approximate number for each.
( For privacy reasons, an estimate is enough, no need for the exact data)

So most probably CIBIL score itself should not be a problem but any of the other criteria...monthly income, total debt/loans, fixed obligations to income ratio or any other past due appearing in CIBIL.
