I think you can easily get unsecured credit card if you have good credit card history. For beginners, it might be not that good to get unsecured card

Low CIBIL score will always create issues. Is it due to some late payment or something? If not, then start with secured card and use for some with with below 30% utilisation which should improve the score and then apply for unsecured card.

Below cibil 700 score, it's very difficult to get an unsecured credit card. Will have to deposit some of your amount to get fd based card and timely repayment repeat for minimum 1 year will help to boost your cibil. Then you will get unsecured card easily if your aren't a past defaulter.

The main criteria for you to get a Credit Card in this case is to have a good earning.
Make sure to file Income tax return and make payments using your primary account.
If your Annual income is more than 2.5 Lakh, you can easily get a unsecured Lifetime free Credit Card like Amazon ICICI Card, kiwi card, one Card and a few more.
But if in case your income is more than that and it exceeds 6 Lakh per annum, then you will get the best Credit Card for free.

What's your income
Your occupation
Your credit history
Reason for Credit Card

The best thing you can do is to get a secured card, for which you have to make a Fixed deposit while applying for Credit Card.
Cards with FD are lifetime free and surely didn't offer much rewards but the good thing is once your Credit Score improves, you can apply for other unsecure Credit Card which I told you earlier.

Remember what I said a good Credit Score and a good stable income of minimum 2.5 Lakh per year is required for a few while 6 Lakh per year is great for a Lifetime Free Credit Card.

As far as I have tried IDFC First WOW is a good FD backed Card(10 thousand), rest you check other options available.
You can get a FD card for around 5 Thousand or 10 thousand or 20 thousand.
Actually each bank have their own criteria, so check it on their website before applying.
