I checked both Rupay Website and Axis, but I couldn't find it. I called Axis CC they said available only on Visa they said to take Indian oil card if I want rupay.

I have called them and done my research while writing the article, and they have said that I can easily get the rupay variant of the card. I just need to mention that while applying online or go to the nearest Axis branch to apply.

And this morning I again called them to verify (I have attached the call screenshot as proof).

I am attaching to you the customer care number for Axis Bank (+91 1800 103 5577). You can call them and verify the above-mentioned points.

Few CC do not have knowledge of them cards call again. I have Rupay My zone from almost a year now. But it is not shown on their site yet.
