Why bank of baroda credit card department is not considering Paytm payment bank account statement

They have not given any reason. And I'm applying for a credit card

I have but I have done minimal transactions

Then you should increase the transactions their and then apply for the credit card. Because another rejection can hinder your credit score very easily. Apart from that, do you file an ITR because it also plays major role in getting credit card approval
