In the HDFC Regalia Card,
Monthly Spend: Rs. 1lakh
Reward Points: roughly 2700

Since the conversion rate is 1RP = Rs. 0.20
Total cashback as statement credit is Rs. 540

Note:
You can redeem the reward points in various other ways. I've attached a screenshot of the same.

You can also use Amazon ICICI Credit Card, its gives flat 2% for Non Prime User and 5% to Prime User

There are better options, based on the requirement. For small utility bill i believe below method is really good and beat all credit card.

Better to pay via Rupay Platinum Debit card on AmazonPay one every Friday, once per card in a month.
It provide 20% flat discount (not cashback) upto Rs 100.
It is far better than other credit card providing 5% or 10% atleast upto a bill of Rs 1000.

Buy Amazon Gift Vouchers through HDFC SmartBuy, Add it to Amazon pay wallet, they provide 5X rewards, then pay your bills by Amazon Pay Wallet. In my case, through HDFC Infinia reward rate is about 15%
 
I would recommend airtel axis card if your monthly electricity and LPG bill combined is not above Rs 3000...have been using it from a while now and find it completely worth as every month I get 10% on electricity and LPG. Although, I also have Axis ACE which i majorly use for all other expenses(including non-airtel recharges) except these bill payments

HDFC millennia credit card is good option too, if you divert the recharges from Amazon and pay via HDFC millennia, you can get 5% Cashback as Reward Points which can be converted easily into cash (Adjusted from Credit Card Statement) upon reaching the 500 Points Limit where One point is equal to One Rupee. So effectively you have to spend 50,000 to redeem 500 Rs.

Agreed. I have been doing the same for last 1 year and getting 5% cashback always.
With sbi cashback card, the upper limit of of cashback is also good, i.e., Rs. 5000, that means you can do maximum payments of 100000 per month, which is insane.
