Whenever I try to do the E Mandate process using net banking. The bank rejects it . The description says that Account Number registered only for view rights in net banking facility. can someone explain this please.

You need to Upgrade Access Level to Full Transaction Rights. This can be done Online. If there's an error, most likely you will need to re-submit your Aadhar, PAN Card for Re-KYC

The problem is that it's with the worst bank Which is IOB there useless Net Banking and even Mobile banking app as no feature to upgrade .
