Earlier you can't,
But Now there is a feature of UPI Circle.
How to use??
Do one thing install BHIM (official application) and find UPI Circle.
Now add your other number to your circle and enjoy the payment with other number

will it be connected to internet when you want to use UPI w/o sim??
Or internet will be through a different sim number and UPI is linked to a different number...
I am just trying to understand the scenario here.

Kindly tell me which Bank Account are you having?
Actually UPI CIRCLE can allow you to use upi with other number but without any sim.
You can't use upi.
A few net banking apps support making upi on other devices( with or without sim) like Kotak Bank Mobile App.
HDFC mobile banking allow you to make IMPS OR NEFT using app like many others but not upi.
You do one thing choose UPI CIRCLE if you can or else use wallet like AMAZON PAY OR MOBIKWIK.
I have used these wallets and thus know they are easy to use and gives you rewards.
At this point Mobikwik is the best one out there...
