As right pointed out the tech is is built and managed by NPCI, but what matters is cutomer redressal. Usually there isn't an issue with UPI payments, but when something happens it is very difficult to get any kind of support from existing platforms (Phonepe, Gpay, etc) - I have personally gone through the pain of getting of money back for a failed payment. If JIO can provide a world class customer experience, then I think they have the potential to compete with existing players
