My bank account unable to unfrezze

I reported a cyber froud on 22/06/24. My account are frozen to protect my funds but now banks are not ready to reopen it, they are saying bring a latter with cyber deportment to open account but cyber deportment not giving latter because they are saying we don't freeze the complainer account
