SBI Late Payment

I had purchased a laptop from Amazon and due to some display issue I returned that laptop and got refund from Amazon before last payment due date. But SBI still charges the late payment fee along with GST. The customer care told me that after generating the bill any marchant refund is not considerable you have to pay late fees. Is this statement legit?

It was legit at that point of time however after the new guidelines issued by RBI the position has changed.
