facing issue in not getting NOC from HDFC bank on my loan closure, it was closed in May month, has not been update in CIBIL report as well, how to raise a complaint and also make necessary updates.

I am recently take one personal loan from HDFC @ 11.11%
After taken loan RBI has issued low MCLR.
At this point can my personal loan applicable revised interest?
If yes, Please suggest to me.
